asterisk 13.17.2 high cpu

How did you fix this bug? i'm looking around and nobody seems to understand why this version of asterisk uses all this cpu.
i disable in modules.conf
noload => chan_mgcp.so
noload => res_pktccops.so
noload => cdr_csv.so
noload => cdr_custom.so
noload => cdr_manager.so
and have 100%cpu asterisk
server 8 core 32 gb ram
15 agent incall.
