Campaign advance settings Agent Only Tally should be automatically set to Y/Active upon campaign creation.

Done setting 'Y' value for the available_only_ratio_tally upon creation of the outbound campaign... inbound and blended campaign creation already had 'Y' as it's default value.

Thanks for the update. Verified that Available Only Tally is set to Y upon campaign creation(Tested on Outbound,Inbound and Blended Campaign).
