Resetting Leads in Hopper - Issue

Hi Guys,
I am have installed GoAdmin ® 3.0-1375502400 and running very smoothly at present however I have one issue:
I want to reset certain leads within the campain I take the following steps:
1. Go to Campaigns and Edit the campaign I want to reset the leads in.
2. Click "Modify" under the "Lists within this campaign".
3. Change "Reset Lead-Called-Status" to Y and click Modify to save my changes.
4. Come back into the modify campain settings list. I want to only call back two types of leads "NI"(Not Interested) and "DEC" (Declined Sale).
5. I add the two into the Active Dial Status and click save settings...Waited over 10min for leads to load on multiple occasions.
Now what this does is only loads the FIRST active call type I put in. For example if I added "NI" to the active call list and then I added "DEC" the NI leads are added to the hopper but the DEC leads are not. What I do next is I just add another random active call type (NEW for example) and then it loads the DEC leads into the hopper as well. This leads to me believe somewhere in the programming of the system its not counting the last entered active call type.
Hope this makes sense and thanks in advance for any assistance.
