Cannot make out going calls

Error while dailing:

DIAL ALERT:

Call Rejected: CONGESTION
Cause: 0 - Unspecified. No other cause codes applicable

I donot know what is dialplan....

but my Dialplan Entry:
exten => _9X.,1,AGI
exten => _9X.,2,Dial(${SIPgoautodial}/${EXTEN:1},60,tTo)
exten => _9X.,3,Hangup

i need to cal India.(+91 xxxxxxxxx) tot 10 numbers.

please help me.

Hi rajeev

You have mentioned its for indian domestic calling.

so what trunk you are going to use.
analog trunk
or E1 /isdn /PRI trunk

i think VOIP trunk is not allowed in india for domestic calling.

based on the trunk you have to mention which channel driver to be used to dialout
