When i add administrator with level 8 she can view and edit user level 9

Admins with user level 8 and below should not be able to edit user levels higher than themselves.
Users should follow the user rules/permissions set by Vicidial.

Same problem with use who cant have permission to change telephone extensions and carrier in goautodial admin panel have all permisions if have user levele 8 or 9..
