you can try the answering machine detection option
enable AMD in campaing and put your voice file Answering Machine Message :
once the dialer detects the voicemail ie answering machine the message will be played to there voicemail box

not sure 100% works just an idea!!!!!

i have setup all thing correctly and the voice file also play to my customer but i want also to put the voice file who not pickup the call.please reply..Thanks

Can you confirm if the voice file still not working on voicemail? If the customer does not pickup the call, the server cannot play an audio file unless the call was routed to the customers voicemail.
